Terms and conditions — International Standard Number service
Terms of service and privacy information for the use of the National Library of New Zealand's International Standard Books Numbers (ISBN), International Standard Music Numbers (ISMN) and International Standard Serial Numbers (ISSN) services.
ISBN and ISMN terms of use
The National Library of New Zealand ("National Library"), a branch within the Department of Internal Affairs, is responsible for allocating ISBNs and ISMNs (together “ISN”) within New Zealand and provides a free service to eligible registrants online (the “Service”).
Eligibility
To be an eligible registrant, you must be a person, company or organisation located in New Zealand.
Conditions of the service
By using the Service, you agree:
ISNs will only be assigned to publications to which you have publishing rights;
not to sell, license, distribute, disseminate, assign or otherwise make an assigned ISN available to other publishers or to any third party;
that you will not request an ISN for a publication that has already been assigned an ISN unless you can demonstrate to the New Zealand ISBN agency that:
there have been significant changes to any part or parts of the publication in relation to former editions of the publication; or
there are significant changes in the physical or digital characteristics of the publication in the new edition;
to only use an assigned ISN for a lawful purpose;
to provide a draft copy of a proposed publication to the New Zealand ISBN agency at its request; and
to follow the relevant ISN guidance, which is available:
for ISBNs, on the International ISBN Agency website; and
for ISMNs, on the International ISMN Agency website.
In providing the Service, the National Library may (at its sole discretion and in accordance with the policies and guidelines of the International ISBN Agency or the International ISMN Agency, whichever is applicable):
decide whether an ISN should be allocated to a publication;
determine the appropriate number of ISNs or block size to be assigned to you;
suspend, limit or remove your access to the Service if it becomes aware of any breach of these terms; or
impose conditions on your use of the Service.
ISBN privacy statement
We collect some personal information, including contact details, to enable us to issue you with International Standard Book Numbers and to communicate with you about the service. Information provided is checked during subsequent applications.
What happens to personal information you provide to us?
Personal information you provide to us will be held in our secure system and used for the purpose of supplying you with ISBNs. The library may also use your contact details to request your publication for legal deposit.
Personal information can be shared with the International ISBN Agency
We send some of the information we collect to the International ISBN Agency, an organisation based in the United Kingdom. At a minimum we must send the International Agency your publisher name, which for some publishers may be the name of an individual. Your publisher name will be made publicly available on the International Agency’s Global Reister of Publishers database.
You decide if details will be publicly available
You can choose whether to have your publisher contact details shared with the International Agency when applying for the ISBN, ISSN or ISMN. They can make them publicly available on their Global Register of Publishers database. The information that can be shared on the Global Register of Publishers database includes publisher name, contact name, and publisher contact details (physical address, email, and phone number).

ISSN terms of use

Conditions of the service
By using the Service, you agree:
ISSNs will only be assigned to publications to which you have publishing rights;
to abide by the decision of the National Library regarding whether an ISSN should be allocated to a publication;
to abide by the decision of the National Library regarding whether changes to a publication require a new ISSN;
to only use an assigned ISSN for a lawful purpose; and
to provide a copy of the publication to the National Library at its request.
In providing the Service, the National Library may (at its sole discretion and in accordance with the policies and guidelines of the International ISSN Agency):
decide whether an ISSN should be allocated to a publication;
decide whether changes to a publication require a new ISSN;
suspend, limit or remove your access to the Service if it becomes aware of any breach of these terms; or
impose conditions on your use of the Service.

When we issue you with an ISSN your publication details will be shared with the International ISSN Agency.
Your publication title, country of publication, and format are made available on the publicly available ISSN Portal.
Your publisher name will be available on the subscriber-only version of the portal and this may be your personal name if you’re an individual publisher.
Liability
The National Library shall not be liable to you or any other party for any loss or injury resulting from any use of ISNs. The National Library shall not be liable to you for incidental or consequential damages, regardless of whether such damages are foreseeable, whether such damages are deemed to result from the failure or inadequacy of any exclusive or other remedy or whether the National Library has been advised of such damages.
These terms and conditions are governed by the laws of New Zealand.
