Depicts Environment Minister Nick Smith as an Aztec priest about to sacrifice the 'RMA' man and put him in a volcano of 'runaway house prices' erupting with lava in the hope that it will "prevent disaster". Refers to annoucments by Smith that the National government will reform the Resource Management Act in response to claims that housing projects had been abandoned because of delays and uncertainities in the RMA regulations, which meant new houses were costly.
