She observes a 'boy racer' car and comments that if she can dismantle the NZ education system she can fix this. Context: Anne Tolley was previously Minister of Education. She took over from Judith Collins as Minister of Police. Judith Collins was dubbed 'Crusher Collins' when she introduced legislation that would allow for the car of a boy racer to be crushed if the racer infringed the law three times. 'Trasher Tolley' has assumed the reins of car crushing power.
