Shows Prime Minister Richard Seddon holding aloft a bag of money representing the government's surplus funds of £761,800. However, behind him is a bag of bonds worth £57,522,215.
Text below the image reads: "In no instance in no year has a surlpus(?) reduced our debt or diminished our taxation. The surplus(?) has invariably been followed by a huge loan four times the amount of the surplus". It's time we found out where the money goes to!!!
