In the centre is a bottle with the words '18 years old - you can buy me in a bar. Over 20 years old - you can buy me in an off-licence'. The reference is to the changes to the liquor laws made by Minister of Commerce, Simon Power. Critics say that the changes are not strong enough to make much difference to the youth binge drinking culture.
