Description

The cartoon shows a dozing Beehive suddenly waking up with a series of explosions, one of which hits the 'Conservation Estate' with a roar. Next a huge fire-belching spinning top erupts from 'Welfare' along with flying dollar notes; the Welfare building collapses. A large sign reading 'Ecan' is wrenched from the ground. One of two men observing all this comments that 'Maybe Bellamy's should bring back decaf...'The implication is that too much coffee is making the government spin. Refers to the desire of the government, (and led by Energy Minister, Gerry Brownlee), to extract various minerals from the conservation estate and the outcry from the public, from conservationists and from the tourist industry against this. The 'Welfare' eruption is caused by the decision by Paula Bennett, Minister for Social Development, to get beneficiaries back into work in spite of the fact that jobs are not plentiful because of the recession. 'Ecan'(Environment Canterbury) is being replaced by a group of Commissioners led by Dame Margaret Bazley, their task being to bring the region's resource management framework into line, and to solve the immediate problems with ECan.
