The cartoon shows a crowd of MP's rearing back in fear as a pair of arms belonging to Manukau MP Ross Robertson pushes a food bowl containing a document entitled 'Code of Behaviour' through the feeding hatch. Ross Robertson has been attempting for ten years to get a code of ethics for parliament. He defines ethics as integrity, transparency, legitimacy, accountability, an acceptable standard of behaviour and acting in good faith. Ross Robertson attended a GOPAC (Global Organisation against Corruption) meeting in London in February 2009.
