In the top frame Finance Minister Bill English and Prime Minister John Key are deciding that they 'must do something about this freedom camping' and in the larger frame below parliament makes a decision '..and soon!' and Don Brash is seen camping on the steps of parliament writing a 'Dear John #2...' letter. Context - Don Brash, very right wing former leader of the National Party has ousted Rodney Hide from his leadership of the ACT Party and taken over himself. The ACT Party is likely to be a favourite ally of the National government. Freedom camping is the ability to camp in places other than official camping grounds with facilities. There have been compaints about campers leaving rubbish and human waste behind when they leave.
