The cartoon shows Prime Minister John Key as a doormat with the word 'welcome' on it. He explains that 'Rodney Hide and Hone Harawira are coming over to explain themselves...' Refers to the unapologetic use of taxpayer money by ACT leader Rodney Hide and the disregard of rules and bad language of Hone Harawira while on a trip to Europe, offenses for which they have both been called to answer. However both ACT and the Maori Party are needed coalition partners by the National government - hence the doormat position.
