There are two panels; in the first a walker is disconcerted when he arrives at a fence which has a 'no access' sign on it; and in the second a farmer, dressed as a big-game hunter, carrying a gun, and described as a 'Paper tiger' stands on a tiger skin which is labelled 'Govt Queen's chain plans'. Refers to farmers denying access over their land to trampers.
