Finance Minister Bill English looks proudly at the 'Front Line Service' of the 'NZ Public Service'. Behind the door two fat men representing 'consultants' and 'private contractors' raise their champagne glasses. Context - The government intends reducing the size of the public service with mergers and redundancies. One argument that is made is that front line services are being improved. However consultants and provate contractors are the people who seem to make a good living off the restructurings.
