The cartoon shows a man and a woman reading a newspaper. The woman is pleased about the 'three strikes and they're out' legislation but the man thinks it is a pity that the law does not apply to everyone. He is reading about an MP surviving in spite of racist comments and in spite of an overseas junket (Hone Harawira) and the MP travel allowance rort (Rodney Hide in particular) and also MP double dipping in housing (Bill English).
