Shows a little engine with 'KiwiRail' painted on it pulling a massive coal truck, that represents 'funds' into which the driver, who is Prime Minister, Helen Clark, is shovelling coal. Refers to the buying back from Toll Holdings of New Zealand railways, henceforth to be known as 'KiwiRail' by the government and a comment on the enormous cost of the purchase and its future maintenance and improvement.
