In 1907 Lieutenant-Colonel Cossgrove formed a Peace Scouts Group for girls in Christchurch and similar groups were formed in Dunedin, Auckland and in a number of smaller centres. The Peace Scouts continued until 1922, when it was decided to combine with the newly formed Girl Guides groups. In 1923 a Girl Guide company from Southland registered with the London Headquarters and from this date there was a steady increase in both the number of Girl Guide companies formed and the number of members.
