A political campaign pamphlet issued prior to the 1946 general election, explaining the National Party's housing policy, "with special reference to the sale of State houses to those tenants who may wish to buy". The National Party promised to continue building State houses, but also to encourage private building by making suspensory loans available. They also planned to introduced joint home ownership so that ownership of the family home was safe in the event of the death of the husband or wife. The concrete block scheme would provide training in the making of concrete blocks suitable for hollow wall interlocking blocks. The need for improved Maori housing (to assure Maori health) was to be addressed by the training of Maori workers in house building.
