A group of politicians enjoy a grand opening event. They would all appear to have had too much to drink; their noses are red and thier suits dishevelled. The politician in the foreground of the frame holds a paper that reads: 'Politicians and local body leaders get rap over knuckles. Alcoholic Liquor and Advisory Council had hoped a firm consistent advocacy of alcoholic moderation would be forthcoming at political and local body levels. But this had not been apparent.' Another caption, top left, states 'Brewery provides Lion's share of government revenue'.
