Accompanying note from cartoonist states "The huge expenditure being committed by the Government on Northland bridges is occurring in the context of a by-election. In effect, it's public money being used to boost the chances of a particular party. Note: the cartoons makes a pun by merging the terms "polling booth" and "tollbooth"."
