Under the heading 'A modest speech from a small dip in the moral high ground', a hand with the sleeve of Uncle Sam raises a figure into a landscape littered with skulls and detainment uniforms (orange jump suits) and paraphernalia to claim: "The United States of America will remain the greatest force for freedom and human dignity that the world has ever known!" Refers to alleged human rights violation in United States detainment facilities, including Guantanamo Bay and ongoing debates about the camp's closure.
The cartoonist explained the context in her tweet: '#Torture, the #CIA, and the #President's statement'.
