Cartoon depicts two policemen catching a burglar with a sack of money in an alleyway. In the foreground is a ladder to an open window and graffiti that reads 'Down with rules'. The burglar's excuse, that he doesnt' know how "this lot got into his possession", is compared to MPs who "forget" the source of large donations. Refers to various politians who said they 'forgot' about donations in the last few years, such as David Cunliffe, John Banks, John Key.
