Description

Cartoon shows Prime Minister John Key walking alongside a figure representing the Government Communications Security Bureau, who is dressed as a clown. Key holds a report about the GCSB misreporting its spying, and says to the clown, "This is embarrassing thank goodness you came in disguise!" The clown responds, "Disguise?"
