Under that caption, cartoon shows the captain of a log-laden freighter at the wheel saying grumpily "Bah! More red tape. Beetles - what beetles?!" The ship's wheel is riddled with holes, as is the chart table on which rests a copy of the 'BPL Survey'.
The Burn pine longicorn beetle which occurred in New Zealand timber was regarded as a danger to the Australian forest and construction industry. By December 2013 the Australian Department of Agriculture were insisting on biosecurity clearances for the import of New Zealand logs and timber. Many exporters, who had to carry out and complete the clearances, found the extra work irksome.
