Under the caption 'Spending time...' is a cartoon of a balloon with wings and a large dollar sign on it flying away. The cartoonist rhymes 'There are 24 hours in a day/Plenty of time to fritter away/Government ministers often slip/On that frequent overseas trip/That everyday, costs taxpayer 10K!'
On 25 October 2013 news sources revealed that government ministers had spent $947,714 on state-funded overseas travel and that the figures for the 12 months to September 30, their total cost of overseas travel was $3,589,848, or $9835, or almost $10,000 a day. Like airborne balloons, ministers were regarded by many as empty windbags.
