A six-frame cartoon where an engineer speaks to a group of residents explaining that if they undertake an extensive list of actions including removing liquefaction, compacting topsoil, constructing 30 metre deep foundations then they can afford it. The residents eagerly ask "Repair the Town Hall Auditorium?" and the engineer holds up a picture and replies "No!... The Town Hall auditorium toilets!" Refers to the Christchurch City Council unveiling a repair strategy and new designs for the $127.5 million restoration of the earthquake-damaged Town Hall. The new plans do not include a budget for restoring the James Hay theatre.
