Refers to the attitude of the Prime Minister over the extension of the activities of the GCSB into domestic surveillance with the passing of the GCSB Amendment Act, and the expansion of his government's surveillance from terrorists to journalists (such as Andrea Vance and Jon Stephenson) and other New Zealanders.
