Peter Dunne of the United Future Party is shown as a sulphur-crested cockatoo, chained to his perch by the 'GCSB Bill' and the 'Nats'. He squawks 'Waark! Peter wants a hacker!'.
In August 2013 the GCSB amendment Bill was to be passed into law. The voting would be very close and the National Party government needed the vote of United Future (Peter Dunne). Dunne, already damaged over the Andrea Vance and Kitteridge Report affair, as a one man party knows that he owes his continual parliamentary existence to the approval of National, and that he is indeed chained to his perch. Hence his appeal for a 'hacker' to cut the chain. The term 'hacker' also refers to the World Wide computer hacking group 'Anonymous', who had recently turned their cyber activities on the government in a bid to protest the passing of the Bill.
