Two young women, dressed for partying, look at a newspaper billboard which announces the proposal for public bars to close at 3 AM. One says 'It's not fair, at that time I can still remember things'.
Faced by the problem of public drunkeness, especially among young women, many local councils considered legislation to limit the hours of opening for licensed premises.
