Under the caption 'Berlusconi makes a clean breast', the former Prime Minister of Italy, Silvio Berlusconi, declares that he is innocent. He is holding a woman, probably a prostitute. In the background are sketches of orgies, money, bribes, and under the rubric 'Veni veni Veni' (I came, I came, I came'), a parody of the quotation 'Veni vidi, vici' are public officials battening on the state represented by the Roman wolf.
Accompanying note from cartoonist states: 'Silvio Berlusconi is the ultimate Teflon Don. The Italian Justice system isn't designed to handle people like him [nor is ours].'
On 1 August 2013 Berlusconi was convicted of tax-fraud. In view of his notorious and corrupt behaviour during his terms as prime minister between 1994 and 2011, his exemption from imprisonment for community service, proposed expulsion (yet to be enacted) from the Italian Senate and his continued leadership of the Forza Italia Party seems remarkably light.
