A number of spineless figures are slumped around the table, while two marginal figures at the bottom comment: "How do you cast a conscience vote if you don't have a conscience?" "Search me". Refers to the Government Communications Security Bureau and Related Legislation Amendment Bill, which is awaiting its second reading, and the Telecommunications (Interception Capability and Security) Bill, which is before Parliaments commerce select committee. The legislation is intended to extend the Government's right to collect intelligence on New Zealanders.
