David Henry was commissioned in April 2013 to conduct an inquiry into the role of the Prime Minister's Department into the leaking of the contents of the Kitteridge report on the GCSB between Andrea Vance and Peter Dunne. In August the Henry Inquiry received the relevant e-mails and telephone logs, confirming that the Department had been spying on Vance and Dunne, despite their status as Gallery journalist and Minister.
