Captioned 'Benefit overhaul', the cartoon shows a WINZ case worker telling his unemployed client 'That's right, you'll have to work...a bit like those people who pay for your bbenefit in the first place.'
In July 2013 a 'benefit overhaul' in the revision of rules for the payment of benefits and reduction of benefit categories was unrolled to a mixed reception. Many approved of the obligations placed on beneficiaries.
