Shows a man in a suit drawing a graph for the Hamilton City Council, demonstrating the cost of a living wage policy. The figures have grown so high that the man needs to stand on a large tower of paving stones to be able to draw the graph. In parenthesis on the graph are the words, "Revised Estimate". Refers to Hamilton City Council voting to reject the introduction of a living wage that had previously been recommended for adoption by a council committee in May.
