Refers to an Electoral Commission Report into MMP. Justice Minister Judith Collins announced the Report's recommended changes, following an independent review of MMP after the majority of people voted to keep it, would not be in place ahead of the 2014 general election. Opponents of MMP have accused the government of pandering to its own interests.
