Captioned 'The View from the top', the cartoon shows Steven Joyce, Bill English and John Key peering from the top of the Beehive parliament building at a devastated landscape, with a few scattered little people begging or dead. In the distance the SkyCity casino shines. Steven Joyce dispenses a few coins as charity, to the horror of Bill English, and tells the beggars to 'buy yourself a flyover', while John Key, holding binoculars to his eye the wrong way round, wonders 'They're dead?'.
The cartoon illustrates the state of New Zealand in 2013: the government, cocooned in its power, cannot see the growing poverty and hopelessness of New Zealand. The only bright hope on the horizon that they have eyes for is the deal with the SkyCity casino. Other expenditure is reduced to the Roads of National Significance and little else. Even that is grudging.
