Shows Merv Wellington as a wearing academic dress outside a school with a flagpole flying a flag with his face and crossbones. Accompanying note from cartoonist states 'Merv Wellington was a very conservative and unpopular Minister of Education who was constantly battling mainstream teacher opinion. This issue was a result of Wellington proposing that the national flag be raised at schools each day to boost patriotism and his efforts to take the core curriculum 'back to basics'.'
