Shows a rugby game, 'Elements v Farmers,' with an enormous figured named 'Drought' trampling the tiny farmers who are on parched land. A large figure labelled 'Floods' stands on the sidelines, ready to play. Context: In March 2013, the government declared the entire North Island as drought-stricken, after receiving the least amount of rainfall recorded in 70 years. It has been estimated the drought could cost the economy as much as $2 billion. Normally, flooding is much more of problem than drought.
