Depicts Auckland transport spokesperson introducing a man to two traffic engineers researching the city underground loop. The engineers have their heads stuck in the sand. The man think 'oh I thought they were bike racks'. Refers to need for for infrastructure to support cycling in Auckland. Refers to Auckland Transport 'Draft Regional Public Transport Plan' which lacks plans for bicycle parking, storage and design to encorage cycling (Auckland Transport hearing minutes 7 Feb 2013).
Auckland Transport released details of the City Rail Link project to extend rail lines underground below Auckland city (TVNZ 3 July 2012).
