Shows Member of Parliament Craig Foss, and Minister of Education, Hekia Parata, lounging on the sand inside an hour glass labelled, Novopay, where the sands have run out. Refers to the Novopay automated school payroll system, which has resulted in thousands of errors, such as teachers receiving either too much, too little or not being paid at all. There have been calls for Parata to resign from her post as Minister over the debacle, however, in a cabinet reshuffle in January 2013, Prime Minister John Key retained Parata as Education Minister. MP Craig Foss was the Associate Minister of Education during the implementation of the Novopay system, but has been removed from that position and replaced by Economic Development Minister, Steven Joyce, who has been tasked with fixing Novopay's many problems.
