Description

Two men sit reading the newspaper. One says, "The bad news is politicians have been given a pay rise'. The other asks, 'What's the good news?' The first responds, 'It's going to be distributed to them by Novopay.' At the bottom a small figure says, 'Pai Hekia'. Context: Members of Parliament received a retrospective 1.9 per cent pay rise from 1 July 2012. Novopay is the problem-plagued online school payroll system launched by the Ministry of Education in August 2012.
