Shows in two frames the rebuilding of the Christchurch CBD (Central business district) and the continued lack of any progress on the CT3 (Christchurch technical category 3) on the second anniversary of the first Christchurch earthquake. Context: A TC3 residents' group have posted on their Facebook page, criticism over the performance of the Canterbury Earthquake Recovery Authority, the Earthquake Commission, the city council and insurers in response to their predicament. Canterbury Earthquake Minister Gerry Brownlee said he was sick of these people carping and moaning.
