Shows Corrections Minister Ann Tolley in a boat rowing away from an island labelled 'leper island'. On the rough beach stands Stewart Murray Wilson - the so-called 'Beast of Blenheim'. Tolley waves as she departs, saying she'll send him a pizza at teatime. Context: Wilson was released from prison after serving 18 years for sex offences in September 2012. Although his parole conditions were the most stringent ever set public outrage about his release cotinued.
Leper Island refers to Mokopuna Island in Wellington Harbour where the suspected Chinese leper Kim Lee was banished in 1904.
