Judith Collins, as Minister in Charge of the ACC (Accident Compensation Corporation), holding a smoking gun, looks away from a door labelled 'ACC', under which blood is trickling, and asserts that the ACC 'No Fault' policy applies only to her. Evans' comment, addressed from his signature is ' A ministerial pre-existing condition!'
Judith Collins used the 'voluntary' resignations of the ACC Chair, John Judge, the Executive director, Ralph Stewart, and other officials to claim that no blame attached to her as Minister for the ACC. The 'No Fault' clause refers to a feature of ACC policy, as is the qualifying clause a 'pre-existing condition'.
