A man sympathises with a city councillor carrying an enormous rubber stamp. Refers to the cash-strapped Hamilton City council. Major shortcomings were found in Hamilton City Council's financial systems. Former councillor and audit chairman Garry Mallett says "You can't be too hard on the councillors, you can be hard on their judgment, but you can't expect them to understand a complex set of accounts. It takes guts for a councillor to put their hand up and say `I don't understand', it's intimidating."
