Shows Prime Minister Muldoon as a grave digger; he carries a shovel that represents ' Commissions of Inquiry'. Behind him are two graves named 'Thomas Affair' and 'Marginal Loans Affair'. Above the graves loom two ghouls that represent 'Unanswered questions' and 'political repercussions'. Context: The Thomas affair referred to the Arthur Allan Thomas/Crewe murders. The marginal loans affair involved Duncan MacIntyre, Minister of Lands, with loans to relatives. Commissions of enquiry had been held on both and neither enquiry was entirely satisfactory.
