Description

The Finance Minister, Bill English, dressed as Mother Hubbard, looks at the empty cupboard and tells her dog that there will be a surplus next year 'I promise',. The dog thinks that if there was not a surplus next year, Mother Hubbard will be 'losing a leg'.

The Minister of Finance had announced that the annual budget for 2012 would have no extra funding, although Treasury had forecast economic growth in 2013. The New Zealand public would accept austerity for this year, but if the forecasts were wrong and more austerity was required, the government would suffer.
