Shows an enormous tanker representing the government that is being driven by the Minister for Christchurch Earthquake Recovery Gerry Brownlee. The tanker shunts the rear of a bus representing the 'CCC' (Canterbury City Council) Rebuild Authority that is moving by people power. Context: Gerry Brownlee has directed the Canterbury Earthquake Recovery Authority to set up a new unit tasked with implementing the Christchurch CBD rebuild plan. The Christchurch Central Development Unit has 100 days to come up with a blueprint that will deliver on Christchurch City Council's draft plan to rebuild the city's central business district. Labour MP Leanne Dalziel says "Without a layer of governance between the Minister and the recovery authority we have decisions being made by Cabinet, implemented by bureaucrats and undermining the last remaining democratic institution in Christchurch - our city council."
