The first version shows the budget as a guided missile that has failed to take off after the countdown. The second version describes it in various terms for 'zero' and the third shows a blank page. Context: The 'zero' budget - the 2012 budget was announced on Thursday 24th May and was described as Finance Minister Bill English's Budget has kept good on his promise of a forecast surplus in three years, but in many small steps rather than a few bold ones. Prime Minister John Key says "Our commitment to surplus is not a single-minded goal, It's part of our wider programme to build a more productive and competitive economy." (NZ Herald May 25 2012)
