One frame shows South Korea holding a 'Nuclear Safety Summit' - 'protection' and the other shows North Korea with a finger about to press a button that will launch a guided nuclear missile - 'propulsion'. There are three variations on this theme. Context: the Nuclear Safety Summit 26- 27 March in Seoul, South Korea. Mr Obama established the summit two years ago, as an element of his aim of eradicating nuclear weapons. Global leaders prepared to travel to Seoul for a nuclear security summit meeting, North Korea warned on Wednesday that any criticism of its nuclear weapons program would be considered a "declaration of war."
