The engine represents 'Wall Street' and Uncle Sam berates the carriages for being 'reckless, irresponsible, negligent, careless...' Context: refers to the current economic crisis in Europe in particular and suggests that the United States demonstrates a rather short memory with this attitude, viz the Wall Street panic of 2008, also referred to as the Wall Street crash 2008.
