Cartoon is in the form of an `Urgent note to Rear Admiral Key from one of the Ratings'. In the note, the cartoonist suggests safety measures to be adopted so that sinking of vessels, such as the 'Rena', cannot happen again. He also suggests that cuttings on expenditure as increases in the pay for Members of Parliament and the 'plastic waka' could finance these. The note is illustrated with a sketch of a lighthouse and an official wearing a nautical cap. `Rear admiral Key' is John Key, the Prime minister, while the cartoon refers to the wrecking of the container vessel, `Rena', off the Bay of Plenty in 2011.
