The cartoon shows a view of what appears to be a pristine and beautiful area of New Zealand with mountains, forest and a river. However at the forefront is a series of signs reading 'Flammable - Manawatu River' and indicating that people should not swim in the river or drink the water - there is also a sign with a skull and crossbones on it. Context: The Manawatu River is becoming more polluted, and Horizons Regional Council is pointing the finger of blame at Palmerston North City Council. (Manawatu Standard 13 September 2011) A wastewater plant owned and operated by Palmerston North City Council has repeatedly breached permitted levels for the discharge of pollutants into the Manawatu River.
